II Международный конгресс системологов. Конференция Ресурсы и направления экономической стратегии ближайшего будущего. 11.08.2023. Rene Kanayama Impact of the Global Geopolitical Changes on the Investment Climate of the Central Asian Countries – the Case of Foreign Direct Investments in Kyrgyzstan. Following the wave of new geopolitical crises across the region of the former Soviet Union starting from early 2022 (internal turmoil in Kazakhstan and Uzbekistan, Russo-Ukrainian conflict, unresolved Azerbaijani-Armenian discord, border issues among countries of the Central Asia, economic sanctions placed on Russia and Belarus), the domain of incoming foreign investments has witnessed a significant shift in preferences of the international corporate entities. The most impacted in 2022 was the market of the Russian Federation, where the traditional investors from the wide range of countries (European Union, Japan, others) found it difficult to remain in their previous capacity. Understanding the development dynamics of the ex-Soviet area, however, many investors turned to seek alternatives, as to remain a dominant industrial player on the market of almost 300 million inhabitants. The region of Central Asia manifested both the ability and readiness to receive outgoing foreign investments from Russia in early 2022 when the active promotion of the respective country markets (primarily Kazakhstan, Kyrgyzstan and Uzbekistan) took place and both the long-established business entities, as well as investing newcomers engaged in exploring both the opportunities as well as determining the feasibility of establishing their commercial presence. Kyrgyzstan, although in terms of population much smaller than the neighboring Kazakhstan and Uzbekistan, drew positive attention as a country labeled a “Switzerland of the Central Asia” (both for its mountainous terrain, as well as its record of relative democracy among the other Central Asian nations), and as far as inquiries and proactive approach by foreign bodies are concerned, the country manifested the enthusiasm to accommodate the incoming business ventures. Roughly a year has passed from the renewed interest in the Kyrgyz market, and the country is yet to demonstrate its commitment to receive firmly the international corporates for the long-term business undertakings. The country itself was not immune to its own challenges stemming from seemingly unresolvable border dispute with Tajikistan, transcending into open military clashes and subsequent socio-economic impact on its internal market. Taking into account the long-term nature of the other regional conflicts, namely the military engagement of Russia and Ukraine, Kyrgyzstan can win over many positions in the long run – should the country wish to do so. The region of Central Asia as the whole rising in prominence vis-à-vis the international business community, but the number of countries actually capable of accommodating incoming investments is limited, and the period of 2023-2024 may become crucial in determining the “winners”. The paper aims to examine both the incentives as well as drawbacks of changing investment environment in Kyrgyzstan, on the background of other Turkic nations of the Central Asia attempting to entice the inflow of Foreign Direct Investments (mainly Kazakhstan and Uzbekistan). While the geopolitical turmoil in other parts of the former Soviet Union may reflect positively on Kyrgyzstan receiving the attention of the international corporations, the country itself needs to balance its own challenges – ranging from societal development increasingly displaying the elements of youth radicalization, to international issues of settling long-term disputes with its neighbors. https://usakad.info/gallery/2nd Internat... s.237-238.
