EU to proscribe Iran’s IRGC as terrorist org?

The European Union is set to study ways to proscribe Iran’s IRGC as a terrorist group, despite it being a part of the Iranian armed forces. This would mean the EU & US would both consider as such, delegitimizing Tehran’s government.
